What: table pool_births(pool, venue, quote, fee, hooks, token, created_t, first_swap_t) for EVERY new pool on all venues (v2, v3, v4 nohook/hooked, pons) from 13 Sep 2026 to now, true creation time from Factory PoolCreated / v4 Initialize logs. Format: sqlite in /opt/sw (e.g. births.db), refreshed hourly. v3hist.db pools only starts 6 Oct, so earlier chain activity must be guessed from swaps.
Test: quiet-chain gate. On 6-10 Oct v3 band entries (cap 250k-1M at +300s, enter +305s, tp5 sl.5 4h) with <=14 new pools in the prior 60 min: 0.67 (n45, 0 five-baggers) vs 1.22 (n84), halves .70/.65. Swap-first-seen proxy for 13 Sep-5 Oct does not replicate (flips), but the proxy is biased. With true births: pass = lo < hi in all three windows (13-30 Sep, 1-5 Oct, 6-10 Oct) and permutation p<.05; then it becomes a pause/size rule proposal for Ben (regime question: 15 losses in a row).
